One of our key areas of work at Samatrix involves long-term maintenance and responsive servicing for publicly owned pumping station assets. Samatrix are proud to have long standing contracts with a number of clients in this field, including Neath Port Talbot Borough Council, Bridgend County Borough Council, Rhonda Cynon Taff and the City and County of Swansea Council. This case study describes our ongoing maintenance and servicing framework agreement with Swansea City Council and how we have supported the customer to fulfil their immediate maintenance needs and long-term strategic goals.

About The Customer and Project

Our customer is the City and County of Swansea Council, located in South Wales. As one of the most populous local authorities in Wales, the council oversees planning and development, public health and safety, infrastructure management, and economic development services for over 246,000 local residents.

Samatrix have had a 4-year framework agreement with the Council since 2006, having extended for five successive terms. This year (2025), we were pleased to agree to a further two-year extension up to 2027. Our responsibilities involve a range of maintenance tasks for the council’s pumping stations, including regular inspections, servicing, maintenance, and remedial works for their stormwater and foul pumping station assets.

The Challenge

At the conclusion of each framework term, Swansea City Council tenders for a reliable, experienced, and competent maintenance contractor, who would monitor and maintain the council’s pumping station assets. These assets protect residents from flooding and the risk of sewage pollution and are therefore vital in keeping key local authority services open, including roads, leisure centres, and schools, as well as maintaining a pleasant and efficient environment for residents and businesses in the area.

The customer needed a contractor who offered excellent value for money while upholding the strongest standards of efficiency, quality, and environmental responsibility, in line with the council’s ethos and mission statement. Ideally, the council wanted a long-term, reliable contractor to operate the pumping station.

Swansea City Council was confident in awarding another two-year framework engagement to Samatrix taking it through until 2027.

Project Goals

The customer tendered for the framework agreement with the following project goals and required outcomes:

  • Operational reliability

The client needed a contractor who was capable of maintaining the pumping station assets that minimised downtime and guaranteed consistent performance.

  • Value for money

It was important to deliver a high-quality service which would not only be cost effective but to meet Swansea Council’s proficiency goals and their financial budget targets.

  • Compliance

This contract demanded a proven and demonstrable track record of compliance with meeting all relevant environmental, quality and health & safety standards.

  • Environmental commitment

The bidding process prioritised contractors who were committed to strong, environmentally friendly processes using only sustainable materials as part of the contractors obligation to comply with their ISO 14001.

  • Proactive approach

The contractor would employ routine preventative and proactive maintenance strategies to reduce mechanical and electrical failure which reduces future repair costs.

How We Helped

Recognising the council’s requirement for a long-term and reliable solution to pumping station maintenance, Samatrix developed a proactive maintenance plan improving the efficiency of the pumping assets and increasing equipment longevity. The main focus of preventative planned maintenance is to the productive life of the assets.

Since 2006, when Samatrix was first awarded the maintenance contract, it has consistently provided the engineering capability to deliver quality technical expertise. Samatrix’s commitment to emergency response when required, excellent communication, and regular reporting on plant performance provided the basis of trust and accountability that Swansea Council are confident with.

Outcomes
